Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The main responsibilities of this position are to serve as the Maryland Lottery and GamingControl Agency’s (“MLGCA”) legislative liaison, which handles the legislative and policydevelopment matters for the Agency. The position will develop legislative initiatives thatpromote the vision and mission of the Agency and allow for an efficient execution of theAgency’s responsibilities. As the legislative point of contact for the Agency, this personrepresents the Agency during the 90-day legislative session of the Maryland GeneralAssembly and at various conferences, meetings and other lottery and gaming related events.This position requires a deep working knowledge and understanding of the regulatoryframework and the legislative process in Maryland and must have the ability to work inAnnapolis for the legislative session. This position will support the executive managementteam and will often times work as part of a cross functional team to advance agency goalsand priorities.

POSITION DUTIES

A. Legislative Responsibilities:

Develop and establish the overall policies and procedures for the Agency’s legislative program, to include the planning and administration of the program.

Review agency suggestions for new legislative initiatives and makes recommendations regarding the merits of each.

Draft and oversee legislative proposals, justification, explanations, and/or history of each proposal for submission to Governor’s Office.

Coordinate the submission of the proposed legislative package through the Governor’s Legislative Office to the Maryland General Assembly.

Review fiscal notes for submission to the Department of Legislative Services (DLS) and serves as the primary point of contact for DLS regarding the fiscal notes.

Monitor the progress of legislation (hearing, voting sessions, floor discussions, conference committees, etc.), as well as the capital and operating budgets.

Testify on various bills before legislative committees.

Develops strong professional relationships with key members of the legislature, committee and subcommittee members, staff and DLS.

Meets with legislators and legislative staff as directed.

Assists and leads presentations to state and local elected officials, and conferences and meetings on budgetary and legislative issues.

Monitors other states’ lottery and gaming lotteries legislative and regulatory developments.

B. Intergovernmental Responsibilities:

Provides assistance to legislators in addressing constituent concerns relating to the Agency or Commission.

Coordinates with appropriate Agency personnel for all responses to inquiries and draft responses.

Coordinates and monitors responses, and ensures due date compliance.

C. Mandated and Statutory Reporting:

Ensure the Agency’s compliance with mandatory and statutory reporting and response requirements.

Meet and coordinate with staff designated to draft specified reports, and assists in the drafting of reports, if needed.

D. Promulgation of Regulations:

Assist in drafting and reviewing regulations promulgated by the Agency and Commission.

Draft and input proposed and final regulations into Electronic Filing System for the submission of the proposed action and final action into Maryland Register.

E. OtherDuties As Assigned:

Perform other administrative and related duties as directed by the Chief of Staff, on a “special project” basis intermittently including, but not limited to, assisting other Executive staff in drafting outside correspondence, researching information and gathering data on topics and issues for various Divisions within the Agency, developing standard forms to facilitate work flow, and developing policies and procedures to govern the various Divisions within the Agency.

MINIMUM QUALIFICATIONS

Education: Applicants must possess a bachelor’s degree from an accredited college or university in Public Administration, Political Science, Government, Public Policy, Law, or a related field.

Experience: Two (2) years of professional administrative experience in the legislative process, government relations, including but not limited to regulatory experience as a legislative analyst or lobbyist in government or the private sector; or an equivalent combination of training and experience related to the duties of this position.

Note: Candidates may substitute additional years of experience for the required education on a year-for-year basis.

- Proficient in the use of Microsoft Office Suite (Word, Excel, Microsoft Teams); Google Suite (Gmail and Meet); and other relevant software.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
